The Moalboal sardine run is one of the most amazing free shows in the Philippines: a shimmering school of millions of sardines swirls just off Panagsama Beach, often only a short swim from the shore. You can see it with nothing more than a mask and snorkel, most of the year, and the same reef is home to sea turtles. Moalboal is about three hours from Cebu City by bus and pairs perfectly with Kawasan Falls.

Where is Moalboal?

Moalboal is a coastal town on the southwest side of Cebu Island, facing the Tañon Strait and Negros. Most visitors stay at Panagsama Beach, a strip of dive shops, small resorts and restaurants a few kilometres from the town centre. White Beach (also called Basdaku), north of Panagsama, is the area's main sandy swimming beach.

The Moalboal sardine run: how to see it

The sardines live along the reef wall just off Panagsama, where the shallow reef drops steeply into deeper water. Unlike seasonal "runs" elsewhere in the world, the school has been present here for most of the year in recent years, though its exact position, size and depth change from day to day.

How to see the sardines:

  1. Snorkel from shore. Walk into the water from one of the beach access points along Panagsama, swim out over the shallow reef, and look for the drop-off. Local guides can show you where the school is that day.
  2. Join a guided snorkel tour. Inexpensive tours often combine the sardines with turtle spotting and sometimes Pescador Island.
  3. Dive it. Divers can see the school from below as it forms walls and tornado shapes, often with predators like jacks hunting nearby.

Safety and etiquette:

  • Wear reef shoes for walking over rocks and a rash guard against sun and jellyfish.
  • Do not stand on or touch the coral, and do not chase the sardines or turtles.
  • Weak swimmers should wear a life vest or go with a guide; currents can pick up at the drop-off.
  • Use reef-friendly sunscreen.

Sea turtles at Panagsama

Green sea turtles and hawksbill turtles are regularly seen grazing along the reef near Panagsama. Keep a respectful distance of a few metres, never touch or feed them, and let them surface to breathe without blocking their way. Guided tours often find them quickly.

Pescador Island

Pescador Island is a tiny island off Moalboal surrounded by a protected reef. It is one of the best-known dive sites in Cebu, with steep walls, colourful corals, reef fish and, at times, the sardine school itself in the area. Snorkellers can enjoy the shallow parts on calm days.

Pescador is reached by bangka (outrigger boat) in roughly 15 to 30 minutes from Panagsama. Most island-hopping trips include Pescador, the sardines and a turtle stop. Marine sanctuary or environmental fees are usually collected; amounts change, so confirm with your operator.

Moalboal has many dive shops, ranging from small local outfits to international-standard centres. Choose an operator that is accredited by a recognised diving agency and that briefs you clearly on safety. Prices vary, so compare a few.

How to get to Moalboal from Cebu City

By bus from Cebu South Bus Terminal

Buses heading to Moalboal leave from the Cebu South Bus Terminal in Cebu City. Look for buses signed for Moalboal or for towns beyond it on the southwest route (such as Badian or Bato via Barili).

  • Air-conditioned buses are more comfortable; ordinary buses are cheaper.
  • The trip takes about 3 hours, longer in heavy traffic.
  • Fares are generally a few hundred pesos or less one way; they change, so confirm at the terminal.
  • Ask the conductor to drop you in Moalboal town, then take a tricycle or habal-habal (motorbike taxi) to Panagsama. Agree on the fare before riding.

From Mactan-Cebu International Airport

Where to stay in Moalboal

  • Panagsama Beach: the most convenient base for the sardines, dive shops and restaurants. Options range from simple guesthouses to comfortable boutique resorts.
  • White Beach (Basdaku): quieter, with a sandy beach better for swimming and sunbathing.
  • Moalboal town: budget rooms and easy access to buses, but you will need transport to the beaches.

Combine Moalboal with Kawasan Falls
