Sutukil is a Cebuano word made from three cooking styles: sugba (grilled), tula or tuwa (soup) and kilaw (raw seafood "cooked" in vinegar). At sutukil restaurants and seafood markets in Lapu-Lapu City on Mactan Island, you choose fresh fish and shellfish from a display, pay by weight, and tell the cooks which style you want. It's one of the most enjoyable, and most social, ways to eat in Cebu.

What Does Sutukil Mean?

SUSugbaGrill over charcoalGrilled fish, squid, prawns
TUTula / tuwaSoup or brothFish soup with ginger, tomatoes and greens
KILKilawRaw, cured in vinegarKinilaw with onions, ginger, chilli

A good sutukil meal usually includes one dish of each type, shared family-style with rice. In Cebu, rice often comes as puso, hanging rice cooked in woven coconut leaves; learn more in our puso guide.

Where to Eat Sutukil in Mactan

Lapu-Lapu City on Mactan Island is the home of sutukil. The best-known area is around the Mactan Shrine, where the Lapu-Lapu monument stands and seafood restaurants have long served visitors. You'll also find sutukil-style restaurants and seafood markets elsewhere on Mactan and in Cebu City.

Because restaurants open, close and change ownership, we suggest checking recent reviews before you go and comparing a few places on arrival. If you're staying in a resort area, our guide on getting to Plantation Bay in Mactan gives an idea of travel times around the island.

How Ordering Sutukil Works

  1. Pick your seafood. Fish, shellfish and other catch are displayed on ice or in tanks. Point to what you want.
  2. Weigh it. The vendor weighs your choice and tells you the price, which is usually quoted per kilo.
  3. Choose the cooking style. Tell the staff whether you want it sugba, tula or kilaw. One large fish can sometimes be split between styles.
  4. Pay the cooking charge. Many places charge a separate cooking fee per dish or per kilo, on top of the seafood price.
  5. Add sides and drinks. Order rice, puso, vegetables and drinks from the restaurant.
  6. Wait and enjoy. Grilled dishes take the longest; kinilaw usually arrives first.

Price-Per-Kilo Tips

Seafood prices depend on species, size, season and the day's catch, so they change often. As a rough guide, common fish such as tangigue or bangus cost much less per kilo than premium choices like live lapu-lapu (grouper), lobster or large prawns. Treat any figures you see online as approximate and confirm on the spot.

Ways to keep the bill reasonable:

  • Ask the price per kilo before weighing.
  • Choose smaller fish if you're a small group; you pay for the whole fish, including head and bones.
  • Mix premium and everyday seafood. One showpiece item plus cheaper fish keeps costs down.
  • Watch the scale. It's fine to look while your order is weighed.
  • Go with a group. Sutukil is best shared, and the per-person cost drops.

A note on kilaw

Kinilaw is made with raw seafood, so freshness matters. Choose fish that looks bright and smells clean, and order kilaw from busy places with high turnover. If you're pregnant, have a weak immune system or a sensitive stomach, choose grilled or soup dishes instead. For a home version, see our kinilaw recipe Davao style.

Classic Sutukil Order for 4 People

  • 1 medium grilled fish or grilled squid (sugba)
  • 1 pot of fish soup with ginger, tomato and malunggay (tula)
  • 1 plate of kinilaw (kilaw)
  • Grilled prawns or a shellfish dish if the budget allows
  • Puso or rice for everyone
  • A vegetable side such as seaweed salad (lato)

Sutukil at Home

You don't need a restaurant to enjoy sutukil. Buy fresh fish at a wet market, grill half over charcoal with a little salt and calamansi, simmer the head and bones with ginger, tomatoes and onions for a simple tula, and turn the freshest fillet into kinilaw with vinegar, onions, ginger and chilli. Serve everything at once with rice and let everyone share. It's a great way to cook for a group on a weekend.

Tips for a Great Sutukil Experience

  • Go at lunch or early dinner when the seafood display is fullest.
  • Eat with your hands if you like; it's normal at casual sutukil places.
  • Bring cash, though some restaurants accept cards or e-wallets.
  • Bring wet wipes. Grilled seafood is messy in the best way.
  • Combine with sightseeing. Visit the Mactan Shrine and the Lapu-Lapu monument before or after lunch.
