The Davao Light rate for residential customers is now P13.33 per kilowatt-hour (kWh) for the October 11 to November 10, 2026 billing period, up nine centavos from P13.24 in the previous period. Davao Light and Power Co. (DLPC) announced the figure at a press briefing in Davao City on Wednesday, October 21, according to SunStar Davao. The utility also says power supply remains stable even as warmer, drier weather pushes demand up.

SunStar reported that DLPC spokesperson Fermin Edillon read the utility's statement. The company said the increase comes mainly from higher prices on the Wholesale Electricity Spot Market (WESM) amid tight power supply. The new rate reflects electricity costs from August and September, when several power plants were offline.

Global oil prices also affect rates, but DLPC said they were not the main driver this time. Edillon declined to predict whether the rate would fall in November, although he noted that plants which were offline have been returning to service since mid-October, which could affect later billing periods.

Charges and Relief on Your Bill

DLPC said it is carrying out measures set by the Energy Regulatory Commission (ERC), including the removal of value-added tax from the system loss charge under ERC Resolution No. 26, series of 2026. Bills also carry an additional 6.34 centavos per kWh in the universal charge for missionary electrification, which funds electricity services in remote and underserved areas.

On system loss, Edillon said the charge follows an established formula that is monitored and audited by the ERC. DLPC said it is investing in equipment to reduce losses and working with authorities against electricity theft, and that the ERC orders refunds when it finds overcharging.

Is the Power Supply Stable?

In a separate SunStar Davao report, Davao Light said Mindanao's supply remains stable despite the increase. The utility said it has secured emergency power supply agreements. If supply tightens, it can use the Interruptible Load Program, in which large commercial and industrial customers run their own generators so more electricity is available to households. DLPC stressed that this depends on prevailing conditions and existing arrangements.

The same report said field verification and mapping are under way in Davao del Norte to fix billing delays and discrepancies in the expanded franchise areas. Customers there with overdue balances were encouraged to arrange payment early and to check whether they qualify for ERC disconnection protections.

What It Means for Davao Households and Visitors

A nine-centavo change looks small, but a household using 200 kWh in a month would see roughly P18 more on the energy rate alone, before other charges. That is a rough illustration, not a bill estimate, since your actual total depends on your consumption and billing components.

DLPC urged customers to cut electricity use as the weather warms. Its suggestions included setting air conditioners at moderate temperatures and switching off unused appliances.
