The ASEAN defence ministers meeting Lapu-Lapu City is hosting runs from October 26 to 30, 2026, and the city has declared its entire territory a strict no-fly zone for the whole period. Drones, kites, balloons and laser lights are all covered. If you live on, work on or are visiting Mactan Island this week, here is what the rules mean in practice.

What is happening in Lapu-Lapu City

Lapu-Lapu is the host city for the 20th ASEAN Defence Ministers' Meeting (ADMM) and the 13th ADMM-Plus. Astig.ph reported that the main ministerial sessions fall on October 28 and 29 at the Mactan Expo Center, with about 500 delegates and guests expected. Ministers from the ASEAN member states are joined by eight dialogue partners: Australia, China, India, Japan, New Zealand, Russia, South Korea and the United States.

China's attendance was still unconfirmed in the latest reports. Defence Secretary Gilberto Teodoro Jr. said a notice had been sent to Chinese authorities and that he could not say whether they would come, adding that he expected almost all other ADMM-Plus countries to attend.

According to the same report, the agenda includes the South China Sea, including the West Philippine Sea, plus working-group papers on critical underwater infrastructure, maritime law and security. For background on the wider dispute, see our explainer on the Spratly Islands and the West Philippine Sea.

The no-fly zone: what is banned

Philstar's The Freeman reported that the city government issued a public advisory under City Ordinance No. 16-033-A-2022, which lets Lapu-Lapu designate no-fly zones during specific events for public safety and security. For the dates of the meetings, the advisory covers:

  • laser lights, laser pointers and laser displays
  • searchlights
  • kites
  • unmanned aerial vehicles (drones)
  • balloons and other remote-controlled flying objects

Kite-flying is prohibited citywide regardless of purpose, and parents or guardians are expected to keep minors from flying kites. The usual exemption for recreational drones weighing under seven kilograms does not apply inside prohibited or restricted airspace.

Fines and enforcement

The advisory lists the following penalties:

ViolationPenalty
Minor flying a kite (parent or guardian liable)P3,000 fine
Unauthorized flying object in restricted airspaceP5,000 fine plus confiscation

The Lapu-Lapu City Police Office says it has technology to neutralize unauthorized flying objects, and any drone, kite or balloon found in violation will be neutralized and confiscated immediately. The advisory as reported covers unmanned and recreational flying objects only; it does not mention commercial flights.

Security around the meetings

SunStar reported that about 3,670 personnel from the police, fire bureau, Navy, Army, health department, civil defense, Coast Guard and jail bureau have been lined up for the event, with the alert level raised to heightened. Police Lt. Col. Rolan Aliser of PRO 7 said police deployment continues until November 1 so that delegates are protected until they leave. SunStar also reported that no threats had been received and that protest groups will not be allowed near the venue.

Security will be tightened on convoy routes if delegates visit Cebu City on the final day. Neither report gave specific road closures, so check local government pages for traffic updates.

What visitors and residents should do

  • Leave drones and kites at home or at the hotel until October 30.
  • Skip laser pointers and sky lanterns or balloons at beach parties and events on Mactan.
  • Allow extra time for travel to and from the airport; see our guide to Mactan-Cebu Airport taxis.
  • Check the weather before outdoor plans, and follow Cebu news for updates.
