The Visayas grid red alert on Friday, Oct. 30, 2026 ran from 5 p.m. to 7 p.m., according to an advisory from the National Grid Corporation of the Philippines (NGCP) as reported by GMA News. Yellow alerts covered 3 p.m. to 5 p.m. and 7 p.m. to 9 p.m. Neither GMA nor SunStar reported actual rotational brownouts in the coverage we reviewed, but a red alert means the risk is higher.

What NGCP reported

GMA reported that the Visayas grid had 2,359 MW of operating capacity against a peak demand of 2,536 MW, with 782.2 MW unavailable to the grid. SunStar described the gap as a 177 MW shortfall.

NGCP pointed to the unavailability of three large coal units, TVI 1, TVI 2 and KSPC 1. It also cited limited imports from Mindanao, mainly because of planned outages at GNPK 4 and TSI 2.

GMA's report on plant status says eight plants went on forced outage in October, and twenty plants were running at derated, or reduced, capacity. SunStar put the same picture in its own terms: eight plants on forced outage this month and 20 running below capacity.

What a red alert means

A red alert is issued when available supply cannot cover demand plus the grid's regulating requirement. In plain terms, there is little or no spare power if something else trips. That raises the risk of rotational brownouts, in which areas are cut off in turns to protect the grid. SunStar's article did not mention manual load dropping or any actual interruptions.

Government outlook

SunStar reported that Energy Secretary Sharon Garin said the Visayas lacks enough baseload generation and could remain vulnerable through 2028, especially in dry months and during El Niño. According to SunStar, the Department of Energy is targeting 253 MW of battery energy storage by the end of 2026 and expects 293 MW from diesel-fired plants in the first quarter of 2027. Power barges are also being pursued as a short-term measure.

A consumer group in Negros Occidental asked the DOE to publish real-time plant status and forced-outage history, and asked NGCP to keep adequate reserves and speed up transmission projects, SunStar reported.

What Cebu residents and visitors can do

Alerts can recur, so a few habits help. These are general suggestions, not NGCP instructions:

  • Charge phones and power banks before the evening peak.
  • Run heavy appliances outside the 3 p.m. to 9 p.m. window when an alert is announced.
  • Keep a flashlight and some drinking water at home.
  • Hotel guests can ask the front desk how the property handles outages.

Check the NGCP advisory for the day, and keep an eye on our Cebu page, the news section and the weather page for updates. If you are planning a trip, budget a little extra for flexibility.
