The Davao Undas traffic scheme takes effect on Nov. 1 and 2, 2026, with one-way routes, no-parking zones and truck and bus rerouting around the busiest cemeteries, according to SunStar Davao. The plan is run by the City Transport and Traffic Management Office (CTTMO) under Oplan Kaluluwa 2026. Here is a summary for drivers and families heading to cemeteries.

Who is deployed

CTTMO Traffic Enforcement Division chief Leonardo Pamplona announced the plan at a media forum on Oct. 29, SunStar reported. The office said it would deploy 800 traffic personnel, with 150 on Oct. 31 and full deployment on Nov. 1. Mindanao Times, citing the city's plan, reported 700 traffic enforcers in two shifts of 350. The two reports differ on the number, so treat the figure as roughly 700 to 800.

Mindanao Times also reported that about 13,995 security personnel will be deployed to cemeteries between Oct. 31 and Nov. 3. Most cemeteries close at 8 p.m., and overnight stays are not allowed, except at Orchard Cemetery.

Routes by cemetery

Davao Memorial Park: A sidewalk lane is reserved for pedestrians. On southbound McArthur Highway, the outermost lane is for vehicles entering the cemetery. Vehicles from the south cannot turn left into the cemetery. Trucks from the north must use C.P. Garcia Highway or Quimpo Boulevard, and utility buses from Ma-a Road must use McArthur Highway, Sandawa Road and Quimpo Boulevard.

Wireless area: One-way traffic runs from Fr. Selga Street (corner F. Torres Street) to Circumferential Road at Jade Street. This covers cemeteries including San Pedro Memorial Park, Forest Lake and Orchard. Parking is banned in front of the cemeteries along Circumferential Road. Entry to the Catholic Cemetery from Fr. Selga Street is limited to persons with disabilities, the elderly and emergency vehicles.

Chinese Cemetery: One-way traffic on Sarenas Road from Gahol Street to Bacaca Road.

Buhangin Memorial Park: One-way traffic on Cabantian Road from Buhangin Milan to Mamay Road. Entry from Cabantian-Jehovah Road is not allowed.

SunStar reported that drop-off stops near cemeteries are limited to 20 seconds. The traffic plans are posted on the CTTMO's Facebook page.

Health and travel advice

The Department of Health (DOH) in the Davao Region is under Code White Alert for Undas, SunStar reported, and the DOH Central Office raised the same alert from Oct. 30 to Nov. 3. Davao City's CDRRMO recorded a heat index of 41.6°C at 2 p.m. on Oct. 29, in the "extreme caution" level.

DOH advice reported by SunStar includes:

  • Bring water, food and an umbrella, and go early, since 10 a.m. to 3 p.m. is the hottest period.
  • For fainting from heat, move the person to shade and call 911 if needed.
  • Drivers should rest and check their vehicles with the BLOWBAGETS list (battery, lights, oil, water, brakes, air, gasoline, engine, tools and yourself).

This is general information, not medical advice. See a doctor if you feel unwell.
