Cebu City Water Interruption: MCWD Pipeline Leak Explained
A damaged raw water pipeline has stopped output at the Tisa Filter Plant, and a separate Lapu-Lapu shutdown runs today. Here is who is affected and how to cope.

In this article
A Cebu City water interruption began on 12 October 2026 after the Metropolitan Cebu Water District (MCWD) confirmed a severe leak on the raw water pipeline running from Buhisan Dam to the Tisa Filter Plant. According to The Freeman, the plant has stopped producing water, leaving a wide area of the city without supply. Separately, a planned shutdown is under way in parts of Lapu-Lapu City.
What happened to the Buhisan–Tisa pipeline
The Freeman reported that the pipeline carrying raw water from Buhisan Dam to the Tisa Filter Plant was badly damaged and that MCWD confirmed the leak. With the pipe compromised, the filter plant is reportedly at zero output.
MCWD engineers have abandoned the damaged section and are preparing to replace it entirely, the report said. Repair crews are working to speed things up, but the article did not give a restoration date. Treat any timeline you see on social media as unconfirmed until MCWD announces one.
Cebu City areas affected
The Freeman listed these areas as affected:
- Tisa, Punta Princesa, Salvador, Labangon, Mambaling and Banawa
- Happy Valley, V. Rama Avenue, parts of Guadalupe, Sambag 1 and 2, and Calamba
- M. Velez, the Uptown area, Capitol Site, Osmeña Boulevard and F. Ramos Street
- Taboan, Ermita, Sanciangko and portions of downtown Cebu City
Lapu-Lapu City: a separate scheduled shutdown
Not related to the leak, MCWD scheduled a 13-hour interruption in Lapu-Lapu City today, 12 October, from 4 a.m. to 5 p.m. The work lets crews decommission a transmission line in Barangay Pajo.
| Area | Cause | Schedule |
|---|---|---|
| Parts of Cebu City (see list) | Pipeline leak, Tisa plant stopped | No restoration date given |
| Basak Cagudoy, Basak proper, parts of Pajo and Poblacion, Lapu-Lapu | Planned line decommissioning | 4 a.m. to 5 p.m., 12 October |
What MCWD advises residents to do
MCWD urged households to store enough water for drinking, cooking and hygiene, to finish chores before cut-off times, and to keep containers tightly covered to prevent contamination. If you are travelling, call your hotel or Airbnb in the affected areas to ask about supply before you arrive.
Why El Niño planning matters here
The outage lands as Cebu prepares for a dry season. SunStar Cebu reported on 30 September that MCWD is lining up about 40.4 million litres per day of extra supply, against an expected loss of about 43 million litres per day when El Niño peaks between December 2026 and June 2027. The district's El Niño committee was due to begin regular meetings in October, and scheduled rationing is possible, with the public to be notified first.
The Freeman also reported that Mayor Nestor Archival met MCWD general manager John Dx Lapid to plan for a possible "Super El Niño". Proposals included buying at least 10 million litres a day of additional supply, refurbishing emergency generators at pumping stations, adding siphon and filtration systems, developing new groundwater wells, and a performance-based contract to cut water losses.

Frequently Asked Questions
When will water return to the affected Cebu City areas?
No restoration date has been announced in the reports we reviewed. MCWD said engineers are preparing to replace the damaged pipeline section, so watch its official advisories.
Is the Lapu-Lapu shutdown connected to the Cebu City leak?
No. The Lapu-Lapu interruption is planned maintenance for decommissioning a transmission line in Barangay Pajo, running 4 a.m. to 5 p.m. on 12 October.
Should I expect water rationing because of El Niño?
MCWD says scheduled rationing is possible, especially in southern Metro Cebu, and that it will notify the public before changing supply schedules.
