GMA News reported that the ADMM-Plus includes eight dialogue partners: Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States. China was invited, but the Department of National Defense had not yet confirmed whether it would attend when that report was published.

Who Has Arrived

US Secretary of War Pete Hegseth landed at Mactan-Cebu International Airport on Tuesday night, 27 October, aboard a Boeing E-4B Nightwatch aircraft, according to Philstar. The same report said he was expected to spend less than 24 hours in Cebu before heading back to Washington. He took part in an informal ASEAN-US defence ministers' session on the sidelines, per SunStar.

What Is on the Agenda

The Philippine priorities, as SunStar summarised them, are practical defence cooperation, maritime security including the protection of critical underwater infrastructure, and wider cooperation on food and energy security. GMA News added that other expected topics include counterterrorism, peacekeeping, military medicine, humanitarian mine action and cybersecurity.

Teodoro also called for stronger regional cooperation on humanitarian assistance and disaster response, according to the Daily Tribune. He said natural disasters in the region are becoming more frequent and severe, and that member states can count on one another in times of need.

On regional disputes, SunStar reported that he urged members to preserve unity and settle disagreements, including in the South China Sea, through peaceful and legal means. He also welcomed the Cambodia-Thailand ceasefire. The meetings coincide with the 20th anniversary of the ADMM and the 50th anniversary of the Treaty of Amity and Cooperation in Southeast Asia.

What It Means for Cebu Readers and Travellers

The reports we reviewed did not list road closures or traffic schemes for these defence meetings. Even so, high-level gatherings on Mactan have previously come with security measures, so allow extra time if you are heading to or from the airport or the Newtown area this week. Check announcements from Lapu-Lapu City and the airport authority for any advisories.

GMA News also listed Lapu-Lapu City among the localities where some schools shifted to asynchronous classes from 26 to 30 October. The listing, which covers certain barangays and schools, did not give a reason, so we cannot link it to the meetings. Parents should confirm with their school.

What Happens Next

The Philippines hands the ADMM and ADMM-Plus chairship to Singapore on 29 October, per GMA News. Outcome documents are normally released at the end of such meetings, and we will not guess at their contents. Follow official statements from the Department of National Defense for results.
